The Tacoma Housing Authority's McCarver Elementary School Special Housing Program was launched more than five years ago. It's a pilot project in conjunction with the Gates Foundation and the Tacoma Public Schools to see whether if by providing transient families housing vouchers, the resulting stability would flow-through and into measurable academic success for their school-aged children.
